This guide was developed under the leadership of staff from Conservation Ontario and the Conservation Authorities. The watershed report cards focus on environmental measures in the resource categories of surface water quality, forest conditions, and groundwater quality. Each category is measured by using two or three indicators. This guide outlines how each indicator is calculated and why.

This guide is a revision of Conservation Ontario's original 2003 pilot project entitled Watershed Reporting: Improving Public Access to Information. In Febuary 2013, the guidelines were further updated based on feedback from the members of the Watershed Report Card Steering Committee.

This guide is intended to be used by practitioners familiar with the terms and concepts of environmental reporting. Its primary purpose is as a reference guide for Conservation Authorities as they develop their standardized watershed report cards.
