Watershed-Based Resource Management Strategy

The Watershed-Based Resource Management strategy is a high-level review of Kawartha Conservation’s existing programs and services. It is a legislative requirement by the province of Ontario.

It provides several management actions to address identified issues and risks that limit their effective delivery. It also considers and addresses watershed challenges, trends, and information needs identified through various community engagements.

Conservation Areas Strategy

The Conservation Areas Strategy outlines Kawartha Conservation's vision and long-term plan for managing and enhancing over 880 hectares of natural spaces within our watershed. In the face of increasing environmental pressures such as climate change, habitat loss, and increasing public demand for outdoor spaces, this strategy serves as a roadmap to protect biodiversity, increase resilience, and improve community access to our conservation areas.

Conservation areas are essential to the well-being of communities, providing critical environmental, social, and economic benefits. By establishing a set of guiding objectives for decision-making, this strategy will support our efforts to manage our conservation areas in a way that reflects the values and needs of our communities.


Proclaimed provisions in the Conservation Authorities Act (CA Act) and accompanying regulations require that a Transition Plan be developed by December 31, 2021. The Transition Plan includes a work plan, timing and next steps.

As per the Conservation Authority Act transition Requirement, an Inventory of programs and services was required for February 28, 2022 to facilitate agreements on the programs and services that will be funded by participating municipalities that align with the classes of programs and services identified by the Province.
The inventory was updated on February 23, 2023 to address Bill 23 implications affecting the services we provide.

Programs and Services

Kawartha Conservation has a number of Memorandums of Understanding (MOU) with our municipal partners which outline the work we undertake on behalf of our member municipalities.
